Position Overview
KGM Builders is seeking a highly experienced and well-connected Director of Public Works to lead the expansion of our public-sector construction portfolio throughout the Greater Phoenix area and Arizona.
​
This individual will be responsible for developing KGM’s public works strategy, building and leveraging relationships with public agencies, identifying opportunities, and helping secure new public-sector construction projects.
​
The ideal candidate will have 10+ years of significant experience working with municipalities and public agencies in the Phoenix metropolitan area, an established network of industry and agency relationships, and a demonstrated track record of successfully positioning and securing public construction work.
​

Key Responsibilities
Business Development & Relationship Management
Business Development & Relationship Management
Leverage established relationships with municipalities, school districts, public agencies, architects, engineers, consultants, and other key stakeholders throughout the Phoenix market.
Develop new relationships with public-sector decision-makers and procurement professionals.
Identify, pursue, and help secure new public construction opportunities.
Maintain visibility within the local public works community through industry organizations, networking events, conferences, pre-solicitation meetings, and other activities.
Develop long-term relationships that position KGM for repeat public-sector work.
Public Works Strategy & Growth
​Develop and execute a strategic plan for expanding KGM's public works portfolio.
Identify municipalities, agencies and project types that align with KGM's capabilities and growth objectives.
Maintain a pipeline of upcoming public opportunities and help determine which projects KGM Builders should pursue.
Provide leadership with market intelligence regarding upcoming capital programs, procurement trends and competitive activity.
Help establish KGM Builders as a recognized and trusted contractor within the Arizona public-sector construction market.
Procurement & Pursuit Leadership
​Provide strategic direction for RFQ, RFP and SOQ responses.
Assist with shortlist interviews, presentations and pursuit strategies.
Provide expertise regarding Arizona public procurement processes and requirements.
Help position KGM Builders for alternative delivery methods including CMAR, JOC and Design-Build, as well as traditional hard-bid opportunities.
Work with preconstruction, estimating, marketing and operations personnel to develop competitive pursuit strategies.
Internal Leadership
​Work closely with KGM Builders executive leadership to establish public-sector growth objectives.
Collaborate with preconstruction and operations teams to ensure KGM Builders can successfully pursue and deliver public projects.
Help develop internal processes, systems and best practices specific to public-sector construction.
As the public works portfolio grows, assist in building and leading the team necessary to support the division.
Qualifications
​10+ years of significant experience in public-sector construction, preferably within the Greater Phoenix and Arizona markets.
Demonstrated history of successfully pursuing, securing and/or delivering municipal and government construction projects.
Deep network of established relationships with municipalities, public agencies, consultants and other public-sector stakeholders.
Strong understanding of Arizona public procurement and contracting processes.
Experience with CMAR, JOC, Design-Build and traditional bid delivery methods.
Strong understanding of RFQ/RFP/SOQ processes and public-sector selection criteria.
Excellent communication, relationship-building and presentation skills.
Strong leadership capabilities and ability to operate effectively with executive leadership, preconstruction and operations teams.
Entrepreneurial mindset with an interest in building and growing a public works business.
